Cut a strip of fabric on the bias, 4.5cm wide, and fold lengthways, right sides together. Sew the long edges with a short stitch (1.5-2mm) and a 1.5cm seam allowance. For a flat loop, trim seam allowances close to the seam line. For a padded effect, trim by 5mm.
To turn the fabric tube out, use a bodkin or large needle, pushing through the tube until it emerges at the other end. Pull on the threads with the bodkin as you gently roll the fabric wrong sides together over itself. Press the loop and roll the seam to one side.
Cut the loop, adding seam allowances. Attach to the area where the closure will go, before attaching the under-collar or facing. Fold the loop and place against the right side of the top collar. Secure by stay-stitching 10mm from the edge.
